    This "criteria" shall be interpreted as policy to be used as a standard operating procedure for streetlight requests and as a supplement to Article IX - "Required Improvements" Item No. 6 in the Subdivision Guidelines which states that "Street lights are required to be installed by the subdivision developer, inside the City Limits of Clarksville, as per criteria established by the Clarksville Street Department".

    I.

    Overhead Power

    1.

    Clarksville Department of Electricity (CDE) shall create a street light layout, with approval from the Clarksville Street Department (CSD), for each section of a particular subdivision. Streetlights warranted in subdivisions without CSD's approval of layout shall not be paid for by CSD. CDE shall install all required streetlights and secure payment from the Developer.

    2.

    Streetlight spacing shall be governed by a spacing guideline of one streetlight every 400' of roadway with special consideration for additional street lights at sharp curves, intersections, and cul-de-sacs. Exceptions to this spacing guideline shall be approved by CSD prior to installation.

    3.

    Streetlights shall be mounted at 30' above the roadway on 6' arm extensions and shall be of the "cobra head" style, unless otherwise noted. Streetlights shall be 100W High Pressure Sodium (HPS), unless a higher wattage is necessary (with prior approval from the Clarksville Street Department).

    4.

    Clarksville Street Department will maintain, in coordination with CDE, all overhead streetlights installed from overhead power sources.

    5.

    The City of Clarksville will pay for the power consumption for overhead streetlights directly to CDE. CDE shall "maintain records of the number and wattage of streetlights in service to permit the accurate calculation of energy consumed." This is in accordance with the Purchase Agreement (April 1992).

    II.

    Underground Power

    1.

    If the Developer elects to install underground power in a subdivision, he/she shall be required to coordinate with CDE for providing the necessary power requirements for streetlight installation. The Developer is required to furnish and install all decorative streetlight fixtures in a subdivision. The Developer will be required to select from the CSD approved list of poles and fixtures.

    2.

    The Developer shall be required to submit invoices from the distributor that the poles and fixtures were purchased. This is to insure material compliance from the approved list of equipment.

    3.

    The Developer shall submit a streetlight layout plan (including spacing, fixture type, lot lines, etc.) to the Clarksville Street Department for approval before the installation of any street light poles/fixtures. All layout plans shall be in strict compliance with ADA requirements.

    4.

    Signature of the Final Plat shall be withheld until the Developer receives approval of his/her street light layout plan from the Clarksville Street Department.

    5.

    The Developer shall be required to submit a construction bond based on 125% of the estimated cost of material and labor for the streetlight system for the subdivision. The Developer shall be required to install all decorative streetlights within 6 months of the Final Plat approval. Construction bond will be in accordance with standard policy as set forth in the Subdivision Regulations.

    6.

    The Developer shall submit an "as-built" survey of the completed streetlight system upon completion of the installation of all streetlights in a section. Construction bonds will not be released without this document.

    7.

    CSD will assume maintenance of decorative streetlights upon final acceptance by this Department.

    8.

    The City of Clarksville will pay for the power consumption for decorative and/or underground-powered streetlights directly to CDE. CDE shall "maintain records of the number and wattage of streetlights in service to permit the accurate calculation of energy consumed." This is in accordance with the Purchase Agreement (April 1992).

    DECORATIVE UNDERGROUND LIGHTING REQUIREMENTS

    These Decorative Underground Lighting Standards have been developed for use by electricians, contractors, and developers to assist them with the street lighting installations within the City of Clarksville.

    All designs must be approved by the Clarksville Street Department prior to any construction.

    Please read and become familiar with these standards before beginning your project. You should follow these standards as well as any other drawings you are given for a specific project.

    Material Specifications

    1.

    2 inch PVC (Schedule 40) conduit or approved alternate.

    2.

    Luminaries/fixtures and poles shall be selected from CSD approved list.

    3.

    NEMA THHN stranded copper 600-volt USE 90 degree C Type 2 wet and dry color-coded phasing.

    4.

    600-volt insulated compression-type splices and connectors.

    Design Notes

    1.

    Wire shall be sized for the system ampacity.

    2.

    Voltage drop shall be limited to 8% from the system source to the end.

    3.

    When installing a new street lighting system with underground service and metallic poles, the system shall be designed to include a separate bare copper-grounding conductor of sufficient size (#6 Cu Softdrawn Bare solid, minimum size). Pole shall be grounded as per current NEC code.

    4.

    When performing maintenance or adding additional streetlights on existing underground electrical fed street lighting systems that include metallic poles in which wiring or pole(s) are being changed out, and a duct exists by which to install the replacement wiring without having to excavate a new duct route, the system shall be designed so as to include a separate insulated (green) copper grounding conductor of sufficient size (#6 7S Cu green insulated stranded, minimum size). This separate insulated (green) copper-grounding conductor shall occupy the same duct as the phase and neutral conductors. It shall be bonded to each metallic pole base and driven ground rod, however, shall be bonded to the neutral only at the point of service.

    5.

    Minimum wire size shall be #12.

    Required Inspections
    (These inspections shall not supplant State Electrical Inspection Requirements)

    Footings:

    Excavation shall be complete prior to poring concrete. This includes conduit, form, rebar, anchor bolts, and ground rod.

    Ditches and Conduit:

    Prior to backfill, excavation shall be complete with conduit at proper depth. Approved electrical service warning tape shall be in place prior to backfilling. See detail "Trenching Detail".

    Pull Box: Installed by Contractor as required by CSD.

    (The following is provided from the Subdivision Regulations)

    ARTICLE X

    BOND AND SURETY

    1.

    Construction Bond

    In the event the subdivider elects to defer construction of the improvements required under Article IX, a bond, cashier's cheek, or irrevocable letter of credit shall be required of the subdivider, the amount and specifications of which shall be approved by the City Engineer or appropriate utility district and the City Street Superintendent or the County Road Supervisor and Regional Planning Commission securing to the City, County, Regional Planning Commission, or utility district, actual construction and installation of such improvements for a minimum period of 6 months from the date of Final Plat approval and in accordance with standard specifications of these Regulations. Such bond or irrevocable letter of credit shall be in cash or be made by a surety company and shall be made payable to and enforceable by the City of Clarksville, Montgomery County, Tennessee, Regional Planning Commission, or appropriate utility district. Such bond shall not exceed 125 percent of the estimated cost of the improvements. The surety, or irrevocable letter of credit shall not be released from said bond except by written release from the City Engineer or appropriate utility district and the City Street Superintendent or the County Road Supervisor and Regional Planning Commission.

    The above mentioned surety bonds, cashier's check, or irrevocable letter may be accepted for utilities, streets, and drainage structures within the proposed street right-of-way. Surety bonds, cashier's check, or irrevocable letter of credit will not be accepted for drainage structures outside the proposed street right-of-ways. Drainage structures, outside the proposed street right-of-ways, will have to be complete and in working order before final plat approval.

    The subdivider by agreement with the City Engineer or appropriate utility district and the City Street Superintendent or the County Road Supervisor and Regional Planning Commission shall warranty improvements for 12 months after all improvements are in place and accepted by the City Engineer or appropriate utility district and the City Street Superintendent or County Road Supervisor and Regional Planning Commission in case of any and all failure due to improper workmanship and/or materials used for the installation of utilities, fills, drainage systems, etc.

    All bonds shall be delivered to the proper department by noon the last business day before the Regional Planning Commission meeting, or the case will be deferred until the next regular meeting.

    2.

    Maintenance Bond

    a.

    After completion and acceptance of any improvements required herein, the City Engineer or appropriate utility district and the City Street Superintendent or the County Road Supervisor and Regional Planning Commission may require a maintenance bond for a period of one year for construction maintenance. The bond shall be in the form of an irrevocable letter of credit or be made by a surety company.

    b.

    All bonds shall be delivered to the proper department by noon the last business day before the Regional Planning Commission meeting, or the case will be deferred until the next regular meeting.
