§ 2-107. Limitations upon issuance of beer permits.

No permit shall be issued to sell beer:
(1)

In violation of any provisions of state law.

(2)

In violation of the zoning ordinance of the city.

(3)

Where such sales will cause congestion of traffic or interference with schools, churches, or other places of public gathering, or otherwise interfere with public health, safety, and morals, and the judgment of the beer permit board on such matters shall be final except as it is subject to review at law.
