Pursuant to Article IV, Section 4(2) of the Charter, the city judge is specifically
authorized to initiate, promulgate, and issue orders, policies, procedures, or other
directives deemed necessary to enforce judgments and enforce the collection of all
such fines, costs, or other obligations owed the city resulting from judgments of
the city court.
